When I have zero new feeds, the count is in the low 20s; right now it's 23. When I get new feeds, it goes up the amount of new feeds I have; so if I get 7 new feeds, it would show 30. I tried with another Google Reader widget and it had the same problem. Maybe something changed on Google's side? Maybe it’s just me, but starting last night the widget gives me incorrect feed counts.
